Sally Satel, a psychiatrist on leave from the Yale University School of Medicine, is currently a visiting professor at the University of Pennsylvania.

Lydia Segal, an assistant professor at John Jay College, formerly served as counsel to the Special Commissioner of Investigation for the New York City School District.

William J. Stern, a private investor, was chairman and president of the New York State Urban Development Corporation from 1983 to 1985.

James Q. Wilson is James Collins Professor of Management at UCLA. He is the author or coauthor of 13 books, including The Moral Sense, Thinking About Crime, Bureaucracy, and On Character. His article is adapted from the Manhattan Institute’s 1994 Wriston Lecture.
