Edward Rendell was elected mayor of Philadelphia in 1991. He served as Philadelphia district attorney from 1977 to 1986.

Ross Sandler is a professor at New York Law School. He established the city hall oversight office for transportation in 1981 and was commissioner of transportation from 1986 to 1990.

Roger Starr is contributing editor of the City journal and a former member of the New York Times editorial board. He has also served as New York City’s housing and development administrator.

Susan Vigilante is a writer living in Queens. She learned to ride horses in Queens and has done all her riding in New York.
