Our Northridge Clean Sweep volunteers have been cleaning the sludge and weeds from gutters and storm drains every Thursday for 2 1.2 years. It is disgusting that we need to perform LA City's responsibility. Street sweeping has been reduced from every 4 weeks to every 18 weeks (probably less often now), 3 men to clear all storm drains in the entire SF Valley. We pay the highest taxes in the nation and yet must also perform LA City's work. Many volunteers are contemplating moving out of LA.
Thank you for this insightful and well-researched article that tells the LA story like it is. The question will be, what Mayoral candidate has the stomach to take on the powerful public-employee unions to avoid bankruptcy? As a native Angeleno, the lamentable state of affairs here makes me nauseous.
I dont' see that the city is being crushed under the weight of retirement plans. And I think this article implicitly suggest that this is why LA is broke. I'm not saying that reducing the projections of money going into retirement, would not save money. But cutting my pay down to nothing would arguably save my employer money too. If I had one. No, people who can afford to keep up their houses after retirement, and people who are not reliant services after retirement, keep communes healthy. And people are already being asked to forego retirement, to save the cost of hiring. That is people are being hired without the benefits, and people are being asked to keep working so that new recruits don't' have to be found. And many have already been furloughed or laid-off. Pensions are not the hole in the boat that needs to be plugged, they are the lifejackets you are willing to cast aside to get be the first one on the rescue boat, which LA has always thought is privatization of city services. The hole where the money is going is a function of the complete mismanagement of city revenue - and the refusal to draw from sources that should have anted up by now. It's bad enough that the state is raiding city pocket books, but city mismanagement is crushing, especially where the community redevelopment agency is concerned. We give land to developers for a song, and then buy it back for a fortune when they go belly up. Then we sell it cheap again, and "relocate" (kick-out) the residents. Community development at the cost of the community. Why would Anshultz need our financial help to build? AEG says no public funds are being used, but that's not true. They plan to repay the bonds, but the city is expected to float almost 300 million until the stadium is generating revenue. But our council people are so starry-eyed over the prospect of a shiny new development that they are stumbling over themselves to sign off on the environmental impact report. If AEG wants to do business in LA that's find, but why should a Colorado millionaire's business be subsidized by broke LA? Our officials think every problem can be solved with obnoxious gentrification, and this is how they do it: they see an area with three small businesses within walking distance to each other and some neighborhood socio-economic and demographic diversity - and they rallying up the olive-gardens and starbucks to move right in, and the rent on all the ugly new pink condos are, of course not rent controlled, because they are new, so outsiders move in, rents go up and they neighbor sucks as much as anything else in no time. The biggest problem we have is that no one has money to go out anymore. We have a much higher rate of unemployment than the rest of the country, including smaller cities - higher than even Detroit. People were so hungry to be there own employers that those awful places spread like a pox across the city. Now the people who are trying to follow the law are being taken persecuted by the federal government. They'll all get put out, and we'll have nothing but the remains of a scabie industry to begin with. They didn't open them to help people with glaucoma, they were there to make money in a city where nothing else works besides liquor sales, fast food and artisans serving the very rich. We need industry, not olive garden, and certainly not football or a new take on Chavez Ravine. When I drive through LA I see tons of unoccupied solid-looking warehouses. It makes me ask, why is SF the dot com city of the world? We have all this space and cheap rents. Supposedly our big industry is the medical industry and the hospitals underserve us and all the pharma companies are outsourcing, laying off, closing up and the biggest one is in Ventura county. There is real estate begging to be given a fresh coat of paint, lumped onto concentrated clusters where real redevelopment could be the focus. Working together in a tight geographic location quotient, they could function as a community of cottage industries that can all benefit from each other. Pick any industry, beside that tired old dog the entertainment industry, who want to trash our civil liberties so they don't' have to compete with other online businesses, pick another and start recruiting. You know, use the same strategy that developers used in the eighties to insure that every ugly mini-mall has a dry-cleaner, a frozen yogurt shop, and a video store. Something that actually provides services, and not just to Angelenos. Extend that model to areas adjacent to business districts, but instead of dry cleaners, find print-shops, business supplies, restaurant supplies, etc. I was helping a friend get things from uniforms stores the other day and had to drive the length of LA three times before I was done buying two things from four stores that all carried different stock because they knew they were in competition with each other, just the same as if they were side by side. We need urban planning, and ringers for industry. The only reason public employers are sweating it is because non-retail private employers have fled the county. And the reason isn't taxes, it's the lack of organization in the city and the corruption involved in getting anything done. And tourism won't keep us afloat, after all, who wants to travel to see a city of ditch diggers? We can't all work at the Shakeys waiting on visitors from Iowa.

If LA City and County employees paid half the cost of their retirement benefits, the savings would start with the next payroll check. My theory is that the pubic employee/big government types see what's coming, and foresee the coming crisis as an opportunity to dramatically force Los Angeles to embrace the Socialist Paradise.
In our city of 80K people, the city council and city manager blame the economy. So far our citizens have agreed to vote themselves higher taxes. And they and stand by while other services are drastically cut. Why? So we can preserve our most important services - Police & Fire.

Working & middle class families (average income $82,000) are voting overwhelmingly to "prevent cuts in safety services." They are actually approving taxes that will preserve salary and pension benefits that can be over $200,000 annually for a non-management-level police or fire employee.

Citizens still speak of public safety workers as, "heroes." It's becoming ironic.

Angelenos shouldn't be surprised at anything "Phoney Tony" Villaraigosa's says or does after stealing the election, then bathtub gate where he was closely associated to the vendor who received the bathtub contract. This is not to forget his support for the Occupy thugs who ruined the city hall lawn at a cost of over $4 MILLION.

We don't need more of Villaraigosa's cronies. Kevin James has my vote for mayor!
I used to be a resident of Los Angles and I'm sure those statistics have not be publish to the public yet until they really have to announce bankrupt of city Los Angles. Even though, I believe that not just the politician who is responsible for city of Los Angeles should start rethink about how to control those spending the most important thing that the city should do immediately.
Show me one place where the Democratic Party's modern model of governing works. You won't find it. New York City was headed for destruction in 1989 before Giuliani saved it. Those who were there know that what he did was a miracle. He should have been rewarded with the Presidency, but that would only have happened if he had a "D", not an "R" after his name.

Heck, Republican Ronald Reagan saved the country - could you imagine the consequences of a second Carter term? And yes, Republicans are far - FAR - from perfect - just look at G.W. Bush (a faux Republican) for example. But Democrats.....simply awful.

The point is this - without a Republican, a conservative Republican (even if posing as a moderate, like Guiliani) coming in to save the day, Los Angeles is doomed to a fate similar to Detroit, what happened there is THE logical outcome of decades of Democratic policies.

In my state, New Jersey, billions have been spent on the Democrat run cities - billions, with NOTHING accomplished - the cities are as much of a basket case today as they were 50 years ago. 50 years! How about letting the other party give it a try? Half a century of failure!

Yet, somehow - well it's the media, let's face it, the connection is never made between the Democratic party and failed government. (yes Clinton was a Democrat,but he acted more like a Republican than a Democrat, and a Republican Congress kept him in line).

Democrats and their media supporters always claim it's some other factor, not that the Democratic model of governing is a recipe for disaster. ALWAYS.

Here's a prediction - shortly Bloomberg will be leaving office in New York City. Five years after Bloomberg leaving office New York will once again be a basket case.

As for Los Angeles, maybe African Americans and immigrants will wise up and realize that what Democrats are feeding them is pure poison. Heck, the UNIONS should wake up and understand that burning the candle at both ends isn't the best strategy for governing.

I mean..don't people read history? - under whose watch was California the envy of the world? It's frustrating - the cause of the problem is right there but people refuse to see the Democrats - I mean the people who run the place - for who they are.

Yeah, I know this sounds hysterical, but really, when the same thing is tried over and over again and doesn't work, well, if people don't wise up they get what they deserve.
California is the poster boy for how to saw yourself off at the legs and fall into the ocean. Prepare to see the state at the center of US politics over the next 18 months. It will be CA v The Rest of Us in Washington as we attempt to comprehend the scope of our national crisis.

To whit: CA not only has illegal immigrants, but probably a third to half of the US total, and at least those proportions of the least desireable -- the uneducated, the rural, the most footloose and criminal.

CA would be the largest and most probable cause of rolling state and municipal bond defaults. There is no TARP or FHA equivalent to deal with this,or stomach by the US electorate at large to create one.

The entire system of US government assistance to lesser jurisdictions, aptly referred to by the old-fashioned name, "revenue sharing", is due for an overhaul. CA has no cred whatsover to tell the rest of the country how to run this system.

CA is due for a very hard hit against green energy, since about half of R&D spending is located there. CA has single handedly dragged a good idea into the mud. Even defense spending is tainted if it is in the state.

CA's senators and Democratic representatives are useless appendages, with few ideas that can be implemented on behalf of the at large majority. Even such matters as more US spending on water and wildlife management will have diminished returns to the state, and ever more onerous conditions attached. Even left wing political funders may simply give up.

Note where the Tea Party and left activists are coming from. Not the Left Coast or even Texas, but from the Rust Bowl, Maine, and Kentucky. California is one hand clapping on the body politic, and that hand has a very short reach for money.
Didn't Gov Scott Walker try to keep his state from going down this same path, only to be villified by the Democrats and the unions? CA is going down and taking the US economy with it. Thanks dudes! Stay classy!

This ex-Los Angeleno was born there, went to LA High, LA City College and UCLA. I left ten years ago, and count my blessings every day for not having remained. When I visit every year or so, I see a city eroding a little more each and every year. It was my home, is no longer, and never again will be. High-salaried "leaders" -- mostly Democrats professing to have answers to problems -- have only accelerated its demise, including double-dippers on the city council lapping up hundreds of thousands of dollars a year to be "public servants." I wager they all will "relocate" when there is precious little more to pilfer.
How appropriate that "Tony Villar" is chairing the Democratic National Convention...he exemplifies their entire approach to governance.

Antonio Villraigosa's stewardship of the city of Los Angeles is no worse than the leadership generally delivered by Democratic politicians in California.

The city of Los Angeles and the state of California will be the first to realize the pains of illegal immigration, as they extend courtesies towards those who have come into this country illegally.

The United States will be broke too! When the Democrats continue with their plan, we will be providing free health care under Obama Care to all illegals who enter the US. That is a lot of money going towards people who do not pay taxes (they cannot legally pay taxes if they are illegal!)

Current citizens are just sitting back and watching as the United States is invaded by illegal immigrants while the Democrats plea for their votes and offer them promises. As their population grows and as amnesty measures are granted to them, they will gain more power in the polls. They will vote even more corrupt politicians into office who will grant them more free government entitlements while reducing the enforcement of border control. A reduced enforcement of border control would then lead to more illegals in the US, which then leads to giving more power to them at the polls, which then leads to even more corrupt politicians that will continue to reduce border control. --Thus leading towards a chain-reaction which will inevitably declare the border between Mexico and the United States to be open and thus turn the United States into a second Mexico.

What does the 26 cities over 250K and the greatest poverty level have in common?

Los Angeles citizens need to understand that the best thing to do is to accept that their city's fiscal policies are unsustainable, and that they need to do all possible to cut spending, reform, and work toward a condition where their city returns to a tenable financial situation. Inaction promises to be disruptive and costly. Biting the bullet and addressing the problem is the logical, if painful, best choice. Ditto for the U.S. federal government, and the state governments of Rhode Island, New York, Illinois, California, Michigan, etc.
I'm sure the few hundred people who read this article will be quite upset. I'm a resident of LA and the thought of living in a bankrupt city upsets me a lot. But the LA Times will never report this. Or the local TV news. The 'electorate' in this benighted burg are phenomenally ignorant and stupid...which is to say that they are in the main liberal Democrats. They care about the polar bears and fairness. Budget numbers and even the very existence of a city government are as foreign to them as astrophysics or Mandarin Chinese. Los Angeles will go broke. California, cursed with the same preponderance of confused dummies amongst its ill-educated, delusional left-wing electorate will also go broke. The United States might possibly save itself by ridding ourselves of the Worst President In American History and his equally clueless chums in the Senate this autumn but the problems are huge and it might be too late.
And as goes Los Angeles, so, likely, will go California.

I just hope other municipalities, states, and the federal government will learn from it that legislatures can no more pass laws circumventing the laws of economics than they can circumvent the law of gravity. If you try to put up a building without reference to the law of gravity, the building will collapse; if you try to control an economy without reference to the laws of economics, the economy will collapse.

City workers in Los Angeles are still collecting paychecks for doing practically nothing. City managers are protecting the workers by cutting back on acquisition of material and equipment to do the jobs but keeping the workers on the payroll. For a really clear example of this featherbedding, take a look at the Los Angeles City College campus.
Yet another shining example of how the "progressive" social model ... i.e.: taxing the "makers" more and more heavily in order to give more and more handouts to the "takers" ... is doomed to ultimate failure. Eventually the "makers" get fed up and move away.

As a union member, I've been observing the dialogue on employee compensation, and the future is easy to predict. Cities responded to the "Great Recession" by first burning through reserves, then eliminating workers, and now are going to either reduce wages, hire cheaper workers, or go bankrupt (Vallejo, Stockton, LA?). There are many dedicated public workers who love Los Angeles and are committed to public service. I hope my union and politicians can figure out a way to keep our jobs without the courts or voters choosing the solution for us.
L.A. is in the same situation as the entire state. The democrats, Unions, and left wing special interests have formed a corrupt alliance that rules the state and the city. They see the taxpayers as nothing more than sheep. Unfortunately, for California and L.A. they corrupt alliance was not turned back in time like it has been in states like Wisconsin. So now there is no hope. If you work for a living or own a business get out of CA while you can. If you live in WI take a looks at CA and LA and then decided whether you want to keep Gov Walker, or return the corrupt alliance back into power? Its too late for CA folks...get out while you can!
Look for the battle over bailouts for city and state governments to dominate a second Obama term. Democrats have been looking for a way to avoid responsibility for the consequences of their policies, and the only hope they have left is to force it upon the rest of us. It would be a dream come true for them, promise everything to your voters and let everyone else pick up the tab.

We must conclude that Californians secretly approve how things are going in their state (evidenced by the politicians they vote for). The surrounding states (Nevada, Arizona, Utah, Oregon) really love how the businesses, assets, jobs and highly qualified workers are fleeing California and LA to bolster their own economies. California taxpayers also cover the societal expenses of most of the illegals--so everyone is getting what they want out of this win-win situation. (However, I'd hate to be a business owner in California or LA.)
Nancy you are 100 percent right. L.A. County with the blessings of corrupt Sacramento, has been illegally blowing the taxpayers money to provide free services to illegal aliens. No where did California citizens ever get asked if this is ok with them, but the corrupt politicians simply went ahead mostly democrats. It continues today with policticians like Roybal-Allard, Napolitano, the Sanchez sisters and many others who are not hispanic simply allowing all of this. No matter how they try to spin it, ALL OF THESE POLITICIANS ARE IN CRIMINAL VIOLATION OF U.S. IMMIGRATION LAW, and they should be fined, prosecuted and jailed, including all of the democrats in Sacramento and the two State senators Boxer and Feinstein. CRIMINALS, ALL OF THEM.
In the 60's,I paid $230 in taxes and my friend paid over $1200 - for the same size house. I lived in San Bernardino County and she lived in Los Angeles County. The huge difference in taxes stemmed from all the illegals that LA County was giving welfare to.

Why did the Mayor hire 900 cops? I don't know Kelly, it is a mystery, since I'v heard the Alcalde say several times that crime is now lower in Los Angeles than it was in 1955!! No matter how hard he tries, everything he does shows what a liar he is.

Diversity is about to score another Cali victory. Perfect set up for Obama- Diversity bankrupts L.A., Diversity bails out L.A., taxes and inflation go up on Whites, Whites have less money and less freedom, we all take a “proud step” toward Equality as Whites are reduced to the material levels of Diversity, and then lower.

All that Whites really have left now are their incomes and accumulated wealth. Our future opportunities are now set aside for privileged Diversity, and our elites are busy giving away all our institutions to Diversity.

Money is the next thing to go. When they have that and we are truly Equal to the Diversity degradations, then we have nothing more to lose as we focus on vengeance.
San Diego city and county officials just LOVE L.A. Indeed, I suspect such is the case for MANY Southern California local governments.

"Why," you ask? Because no matter how bad their finances are, they can point to L.A. and proudly announce that "We're not so bad after all!"

Some of these governments might well get as bad as L.A. eventually. And in not too many years.

But the primary goal of any California politician is to get out the door (and maybe out of the state) before the reckoning arrives. All else is of secondary importance.
The mayor and the city council need to stop using the general fund to fund things that are on THEIR priorities instead of what the fund is for. The general fund is not a petty cash account. The money comes from sanitation and they use it for funding new police officers. Now many employees working in sanitation have to reopen a contract to negotiate salaries, etc. because they have raided the general fund. If the contract is reopened, then the mayor and city council should relinquish their rights to this fund.
Why did the mayor hire 900 police officers and not give raises to many city employees who had a contract to get a raise? And also why does city council get such a large salary, they are the highest paid in the USA? City Council needs to take a paycut to be more in line with the rest of the United States and they should not have any power to give themselves raises. Also why was the mayor working on the Obama campaign on city time?
