It is refreshing to see a positive report coming out of NO. The internet has lots of detailed information about the levees and plans for their improvement, the Katrina flood and the flood depths, and rebuilding efforts.

The Make it Right Foundation (Brad Pitt and associates) has its own web site. They already had several houses finished in 2009 when I was last there, and there are more shown at their site.

Habitat for Humanity has been busy there also. Their most visible work is at Musicians Village in the Upper 9th Ward.

I moved to New Orleans after the storm to attend school and was horrified by what I saw, after coming from a genteel suburb of Chicago. However grudgingly though, I will admit that the New Orleans I left this year was in much better shape than I would have expected after just 4 years. From talking with long time natives and doing my research, it's hard to overstate just how bad things were in NOLA pre-Katrina.

The biggest visible change has been the physical infrastructure. From the long obsolete Huey P. Long bridge being dramatically renovated to crumbling yet congested avenues like St. Charles and Elysian Fields receiving long overdue repaving, getting around the city is much less (but still a significant) dangerous to your vehicle. The streetcar lines, took forever to get back up and running, but nowadays they actually run fairly reliably.

I am most optimistic about Superintendent Serpas and Mayor Landrieu. I was hugely surprised that Landrieu won, and from the beginning I have been pleasantly surprised by his pragmatic, almost technocratic position on rebuilding the city. On Serpas' part, he has shown the willingness to start at square one:

"If you lie, you die. If you tell this police department a lie about anything, you will be terminated. If you allow a false or inaccurate report to be created under your name, you will be terminated," Serpas said about a zero-tolerance policy on dishonesty in the department. It is incredible that such a policy is needed, but laudable that it is now in place.

Are out of your freaking mind? The corruption is worse now. The houses that were built by Brad Pitt is only six houses,so where is the rest of the houses or the money the he gave? And Ophrah? She also gave lots money, where is the money? I been live here for one year and half and I strongly recommend you to do the same, the education here is the worse that I ever see and also corrupt, so I can not take any more and I'm just living the town like many others .I was very optimist, but just no make any sense any more. The only developed place in Town is the Casino that takes everybody poor money the tourism is a joke the French Quarter, you can not find a can of coke to buy the food is greasy, and the place is just dirty, and always been like that, so if New Orleans is the model that means we going down.

About your statement that investors are "terrified of arbitrary Washington actions, and crowded out by government activity": what's your evidence for these assertions, exactly?
The first one (fear of an uncertain regulatory future) has become a standard excuse for hoarding profits in business' campaign to arm-twist the Obama administration into bending over even further to placate it. Has anybody noticed that corporate profits are at an all-time high, in spite of the "terrifying" regulatory environment and unemployment that actually is terrifying?
The second complaint is just weird. This is the first time I've seen it anywhere. Again, the evidence, please?

Enjoyed this article quite a bit BUT you may want to take a second look. Days after the state AG announced an investigation into foreclosure fraud the archives were destroyed, shutting down New Orleans property markets for what looks like a VERY long time.

As a tourist who was stuck in the Superdome, I was extremely pleased to read this uplifting article about New Orleans recovery. It's nice to hear a report that speaks highly of the initiative, creativity, and can do attitude of the NOLA residents for a change.

The one thing I must take exception to is that while Hurricane Katrina decimated the Mississippi Gulf coast, the same cannot be said of its effect on New Orleans. Had the Army Corps of Engineers' levees not failed, the damage by Katrina on the city would have been quite limited. The vast majority of deaths and destruction was clearly the fault of the shoddily built and maintained levees. This fact is important for City planners throughout the U.S. as there are many other low-lying cities that are more vulnerable to these levees than NOLA was.
