However grudgingly though, I will admit that the New Orleans I left this year was in much better shape than I would have expected after just 4 years. From talking with long time natives and doing my research, it's hard to overstate just how bad things were in NOLA pre-Katrina. The biggest visible change has been the physical infrastructure. From the long obsolete Huey P. Long bridge being dramatically renovated to crumbling yet congested avenues like St. Charles and Elysian Fields receiving long overdue repaving, getting around the city is much less (but still a significant) dangerous to your vehicle. The streetcar lines, took forever to get back up and running, but nowadays they actually run fairly reliably. I am most optimistic about Superintendent Serpas and Mayor Landrieu. I was hugely surprised that Landrieu won, and from the beginning I have been pleasantly surprised by his pragmatic, almost technocratic position on rebuilding the city. On Serpas' part, he has shown the willingness to start at square one: "If you lie, you die. If you tell this police department a lie about anything, you will be terminated. If you allow a false or inaccurate report to be created under your name, you will be terminated," Serpas said about a zero-tolerance policy on dishonesty in the department. It's nice to hear a report that speaks highly of the initiative, creativity, and can do attitude of the NOLA residents for a change. The one thing I must take exception to is that while Hurricane Katrina decimated the Mississippi Gulf coast, the same cannot be said of its effect on New Orleans. Had the Army Corps of Engineers' levees not failed, the damage by Katrina on the city would have been quite limited. The vast majority of deaths and destruction was clearly the fault of the shoddily built and maintained levees. This fact is important for City planners throughout the U.S. as there are many other low-lying cities that are more vulnerable to these levees than NOLA was.
